Video without computers is fundamentally non interactive. Tape is slightly more interactive than broadcast video, because a student can decide to review a particular section of the tape. The question of how to create an active environment for video has concerned many distance learning projects.
The need for interaction for effective learning is highly recognized, so it is common for projects of this type to advertise themselves as interactive, even though, as will be pointed out here, the methods available for interaction are less than would be desired.
