A nice aspect of forming a new distance learning institution is that it is not bound by older delivery techniques, of the variety described here. One can examine all the possibilities at a given time, and make decisions based on the most modern technology available when the institution is founded, stressing pedagogical needs.
Some flexibility in this choice will also be desirable. There is a tendency for distance learning institutions to freeze into a given delivery technology, not really necessary, but simply because the people involved are familiar and comfortable with that technology, and not with newer possibilities. So it is critical that we build into a newer institute, from the beginning, the possibility of evolving delivery technologies.
