non-literacy or financial constraints, to benefit from technologies
through digitally-skilled users—thus, expanding the reach of

Modern
Policies: A Modified sustainable Livelihoods Approach for Indigenous
Tribes of Papua, Indonesia (2009)
with Harya S. Dillon, Mayank Patel, and Jessica Perez.
q

Papua, given its vulnerability to infectious diseases, a
history of famine, and a lack of economic stability. Due to the tribal
nature of the population, poverty was defined in terms of very basic
needs- nutrition and health care.
