1. Rules:

The race will be governed by ISAF "Racing Rules of Sailing for 1997-2000" (RRS), the US Sailing prescriptions to the RRS, the specific rules of PHRF Category I classes, the notice of race, any changes to any of these and by the Sailing Instructions.

Base random leg ratings will be used. The low point scoring system, RRS Appendix A2, will apply for all PHRF boats. For the ORCA and one design class boats, the class scoring system will be used. The cruising class handicaps will be determined according to the cruising class addendum to these Sailing Instructions.

2. Entries:

Boats are eligible to race when they have entered in accordance with the notice of race, checked in, and been acknowledged by the Race Committee. For further details, see Notice of Race and section marked "Start" in these sailing instructions.

3. Safety Requirements:

All boats entered shall comply with USCG regulations as well as the equipment requirements of Category I as defined by the PHRF of Southern California, a copy of which is attached to, and by reference made part of, these Sailing Instructions. Regardless of this, it is the sole responsibility of each owner or charterer to insure that the boat is fit for sea, properly equipped for any emergency, and properly manned by an experienced crew. The committee may spot check, at random, any boat after finishing.

4. Notices and Changes to the Sailing Instructions:

Any notices or changes to the Sailing Instructions will be posted at Bahia Corinthian Yacht Club. If necessary, oral instructions may be given on the water in accordance with RRS 88.2, paragraph C by displaying code flag Lima from the committee boat and using a loud hailer.

5. Sail Numbers and Flags:

Attention is called to RRS Appendix H, Rule H2, (sail numbers) and Rule 55, (flags). This notice will be interpreted as prior warning and adequate opportunity to make corrections.

6. Schedule of Race:

The race will be held on Saturday, August 2, 1997. First warning signal will be 1050 hours.

9. The Start:

A. The Race will be started in accordance with Racing Rules of Sailing 26.1, System 2, 26.3, with classes starting at 5 minute intervals as follows. These start times correct the Notice of Race.

B. The starting line will be off the Balboa Pier between an orange flag on or near the Race Committee boat at the starboard end and an orange flag on a staff at the port end.

C. Before the Warning Signal for the first class, each boat shall sail past the Race Committee boat and hail her sail number which will be acknowledged by the Race Committee. A boat failing to do so may be scored "Did Not Start" at the sole discretion of the Race Committee Chairman.

D. Boats whose preparatory signal has not been made shall keep clear of the starting area and of all boats whose preparatory signal has been made.

E. Class will be displayed by flag or board on the Race Committee boat at each class preparatory/start signal. In the event that any scheduled class has no starters, the signals for that class will nevertheless be made.

F. If any class other than the above is formed, it will start 5 minutes after the Cruising Class. An amendment to the Sailing Instructions will announce the constitution of such a class and will be included in the same packet as these Sailing Instructions.

G. Postponements after the starting sequence has begun will be of indefinite duration. The lowering of the signal AP, accompanied by one gun, will constitute a one-minute alert that the Warning signal for the next class will be the next signal. This procedure alters RRS Race Signals, AP. The committee reserves the right to substitute horn signals for shotgun signals at any time.

H. A boat shall not be started after the Race Committee boat leaves her station.

10. Recalls:

A. Individual recalls will be signaled in accordance with RRS 29.2, using a horn for the sound signal. Sail numbers will not be hailed.

B. When a general recall has been signaled, a new preparatory signal for the class recalled will be made one minute after the lowering of flag First Substitute flag.

C. When a general recall has been signaled, the starts for the succeeding classes will be postponed accordingly. The next class will start five minutes after the previous class has started properly.

11. The Finish:

A. After rounding San Diego Harbor Entrance Buoy #3 to port, the finish line will be located approximately 1/4 mile east of Pylon "Y" of the Zuniga Jetty. (See Safety, below and the attached illustration.) The port end of the line will be an orange inflated buoy and the starboard end of the line will be an orange flag aboard the Race Committee finish boat. The attached chart is merely for illustration and is not to be used for navigation.

B. Boats are requested to contact the Race Committee finishing boat via VHF Channel 69 (1 watt please) as they approach Entrance Buoy #3. The Race Committee may station an observation boat in the vicinity of Entrance Buoy #3.

C. If for any reason the Race Committee finish boat is not on station, finishing boats will record their own time when Pylon "Y" of Zuniga Jetty bears 270 degrees magnetic and will report their own finish time at the front desk of San Diego Yacht Club after correcting their time to WWV.

12. Time Limit:

The time limit will be 1400 hours on Sunday, August 3, 1997. Boats who have not finished by the time limit will be scored DNF.

13. Protests:

A. A competitor intending to protest shall notify the Race Committee, at the finish line, of the boat to be protested.

B. Protests shall be written on forms available from the front office of San Diego Yacht Club and lodged there within two hours after the protesting boat finishes, or if the boat finishes before 0900 on August 3, within two hours of the San Diego Yacht Club opening for regular business, but in no event later than 1530 hours on August 3rd. Protest hearing times will be posted at the San Diego Yacht Club.

C. Protest hearings may begin within 30 minutes after a protest is filed.

14. On the Course Side of the Line at the Start:

Boats starting prematurely, that fail to start properly upon individual recall, will be penalized by having one hour added to their corrected time. This alters RRS 28.1.

15. Safety:

A. A boat which retires from the race must notify the Race Committee either before leaving the course area or, if that is impossible, immediately after arriving ashore by calling San Diego Yacht Club at 691-222-1103 or Bahia Corinthian Yacht Club at 714-644-9530.

B. Be sure to keep the entire Zuniga Jetty to port while finishing. If you find yourself in the San Diego Bay entrance channel and on the wrong side of the jetty, do not attempt to cross the jetty; go back around the southern end. After finishing and clearing the finish line, turn around either end of the finish line to a southerly course and proceed back around the southern tip of the Zuniga Jetty to the San Diego Bay entrance channel. Please review the attached chart carefully and, again, be sure you do not try to cross the jetty&emdash;it will ruin your day! Again, the attached chart is merely an illustration and is not to be used for navigation purposes.

16. Rendering Assistance:

Attention is called to RRS Fundamental Rule 1.1, Helping Those in Danger. If you interrupt your racing to render assistance to a boat in distress, keep a detailed log with accurate times. This will aid the Protest Committee in considering redress.

17. Cancellation:

The Race Committee, in its sole discretion, may cancel ot abandon the race. Notice will be posted at the front entrance of BCYC. Code flags November over Alpha will be flown from the club's flag staff. The committee boat, if it is on station, will also display November over Hotel.

18. Cruising Class:

Vessels competing in the "Cruising Class" may run under power following the 1997 NOSA Newport to Ensenada Race rules. The Race Committee retains the right to reject any entry in this class.

A Cruising Class addendum shall be considered a part of these Sailing Instructions for all boats entered in the Cruising Classes.
